St. Louis city on Wednesday began issuing marriage licenses to gay couples but Jackson County judges awaited a ruling in a local federal case. By Friday, Jackson County for the first time began allowing same-sex marriages.

At city hall, police officials reported that the homicide rate has been going down for three years, and predications are it will continue to drop.

Jackson County announced a grant that it called a game changer for commuter rail. Meanwhile, as plans continue for the downtown streetcar line, the city agreed to allow digital signage within station or shelter walls, kiosks or upon buildings.

The school district said it was seeking community input on student enrollment and achievement, and a community effort offered parents a chance to get advice from other parents whose children attend Midtown schools.
