A plan for reorganizing the Kansas City school district emerged as a consultant made its proposal to the state. Meanwhile, the school district presented its own plan to parents and others, with more ideas expected to be added as the state decides how to handle the unaccredited district. The city manager also released the first draft of the proposed 2014-15 budget, which he said will require further belt tightening.

In the ongoing discussion of whether to build a new airport, airline executives told a study group a new KCI would be too costly and isn’t needed. Plans for streetcar expansion in Midtown moved forward as a proposal for local funding, including a one-cent sales tax and special assessments on nearby properties, started on its way through city hall.
